At the first public meeting of the Cavan Monaghan Official Plan (OP) review consultation (May 6, 2009), community members asked for a fiscal impact analysis to be conducted as part of the OP review process. The suggestion was that fiscal responsibility should be used as a governance principle in the allocation of land uses in the Township. Community members identified a need to balance business (commercial/industrial) development with residential development. Agriculture was also discussed as an important component of the local economy. This led to the identification of at least three major issues related to the fiscal costs and benefits of different land uses. The literature review examines existing documents and academic literature with a goal of providing a series of observations and conclusions that would be relevant for rural Ontario municipalities. In particular these findings help to identify the relative revenues and expenses associated with different land uses. The literature review is intended to contribute to more informed decision-making, particularly at the stage of developing an Official Plan.

Fortunately there is extensive research already undertaken in documenting the environmental, social and economic benefits of trees and nature. The broad range of benefits that trees contribute, sometimes known as the “total economic value (TEV)”, is provided and references are appended that offer more details as to the value of trees.

Tree protection and forest conservation policies and by-laws are useful tools implemented in municipalities in order to help keep trees and forests healthy as well as sustainable (Forests Ontario, 2023). This includes the proper protection requirements, management, regulations, and promotion of new growth. In The Municipal Act, 2001, it clearly states that municipalities are to implement tree protection and enhancement policies to ensure high quality of life for Ontarians
as trees and forests provide many services and benefits. This paper focuses on how these tree protection requirements for municipalities, as expressed in The Municipal Act, 2001, specifically sections 135 and 270, have been addressed in the upper-tier municipality, Peterborough County, and the lower-tier municipality, Cavan-Monaghan. As well, this paper serves to provide a case for the implementation of recommended policies and by-laws for these municipalities. By reviewing current policies and by-laws for Peterborough County and Cavan-Monaghan and looking at other municipalities in Ontario that have good tree protection by-laws, this paper states the importance of a provincially unified approach to tree and forest conservation.

A baseline Baxter Creek stream water quality trend analysis was conducted as the first step of a multi-step, multi-year study that will inform the Baxter Creek Watershed Alliance’s long-term watershed research study. The goal of this project was to collect raw data for nutrients that indicate water quality including phosphorus (P), nitrogen (N), sodium (Na), and chloride (Cl), as well as measured dissolved oxygen (DO) content, to produce information on the water quality of Baxter Creek.
